IMO Circular III 7/3/Add.1 - CONSIDERATION AND ANALYSIS OF REPORTS ON ALLEGED INADEQUACY OF PORT RECEPTION FACILITIES

The result of the annual enforcement reports on port reception facilities for 2020 is shown in the annex attached below and can be summarized as follows:
1. 91 cases of alleged inadequacies of port reception facilities were reported in GISIS by six flag States (Bahamas, Denmark, Germany, Liberia, Marshall Islands and the United Kingdom). The Marshall Islands reported 66 out of the 91 cases;
2. countries with the highest number of received reports on alleged inadequacies of port reception facilities were: China (11 reports), SaudiArabia (11 reports), the Russia Federation (5 reports); and the United States (4 reports); and
3. in 13 out of the 91 cases, the concerned port States provided a response to the alleged inadequacy claim reported in GISIS:
.1 eight reports covered more than one annex of MARPOL;
.2 five reports related to MARPOL Annex I (Oily waste) only;
.3 one report related to MARPOL Annex II (Noxious liquid substances) only;
.4 77 reports related to MARPOL Annex V (Garbage) only;
.5 seven reports addressed both MARPOL Annex I (Oily waste) and MARPOL Annex V (Garbage) waste categories; and
.6 one report addressed both MARPOL Annex II (Noxious liquid substances) and Annex V (Garbage);
4. the most frequently reported waste categories under MARPOL Annex I were sludge and oily tank washings; whereas, as far as MARPOL Annex V is concerned, the most recurrent waste categories relate to plastics, food waste, domestic waste and incinerator ashes;
5. in 52 cases, the problems encountered related to the unavailability of port reception facilities, while in 12 cases unreasonable charges for using the facilities were reported; and
6. a relatively high number of MARPOL Annex V-reported cases (40) related to the inability to deliver organic (food) waste.
Please continue to encourage ships to report on any inadequacies of port reception facilities to the ships Flag State. They have the responsibility to file the reports into IMO GISIS.
