MV STOLT GROENLAND CASUALTY – MAIB FINAL REPORT

Members are invited to note the final accident investigation report from the MAIB  into the MV Stolt Groenland casualty and the actions taken by ICS from the recommendations.

On the 28th September 2019, a cargo tank containing styrene monomer on board the Cayman Islands registered chemical tanker MV Stolt Groenland ruptured causing an explosion and fire.

The subsequent investigation by the MAIB highlighted 3 recommendations for the ICS;

 1) Amend the ICS Tanker Safety Guide Chemicals to make it clear that:-

 2) That the stowage of heated and inhibited cargoes can result in a dynamic situation in which the degree of heat transfer may be complex and difficult to predict, one tank separation between heated and heat sensitive cargoes might not be sufficient. 


 

 This has been included in section "6.3.4, Stowage Planning", of the recently published "Tanker Safety Guide Chemicals", Fifth Edition, published January  2021.

3) To promulgate the final MAIB casualty investigation report to its members – the final MAIB report is attached to this Circular at Annex.
