Hong Kong - Compulsory testing notice to specific frontline staff of the terminals and ship services sector

Circular Ref: A(21)218

Members may be aware of the subject notice dated 13 November (attached at the Annex), which mandates the testing of frontline staff of terminals and other ship services sector professionals who board ocean-going vessels in Hong Kong.

Upon receiving queries from some members, we sought clarification from the HKSARG on the following points that members may find of use:

1) How will the close contacts of those engaged in such activities be treated after they have carried out the task onboard the vessel?

Answer: The compulsory testing notice only covers designated personnel who have boarded an ocean going cargo ship visiting Hong Kong.  The notice does not cover close contacts of those personnel such as colleagues in the office, or family members.

2) Will those engaged in such activities be allowed to travel overseas within 21 days of having attended the vessel (of course subject to negative COVID19 test reports)?

Answer: The compulsory testing notice does not restrict the designated personnel from travelling overseas.

Members are invited to note.
