US DEVELOPMENTS – January 2023

Please find attached, at Annex A, the monthly report prepared by the Chamber of Shipping of America (CSA) for January 2023.
The report advises :-
1. Of the release of the US National Blueprint for Transportation Decarbonization, which includes a number of emissions reduction goals for shipping, and notes the CSA media response to the publication;
2. Notes the passage of the US Offshore Lightering Operations Act, which acts to extend the visa parole period for crew operating undertaking lightering in the US from 29 days to 180 days;
3. Updates on the EPA Vessel General Permit (VIDA) regulations, noting that the EPA will be releasing a supplementary notice of rulemaking, providing clarification on the rule, sharing ballast water data from USCG and additional regulatory options EPA is considering for inclusion in the final rule; and
4. Provides links to US Maritime Cyber Assessment Annex Guide (MCAAG) which provides helpful information for vessel operators.
