Members are invited to review the attached draft Assembly Resolution, developed by ICS, INTERTANKO and other industry stakeholders. The aim of the Resolution is to raise awareness of the issues surrounding illegal operations in the maritime sector that pose a significant danger to seafarers, ships and marine environment. 

During MEPC 80, the originally proposed draft Assembly Resolution was discussed in Plenary, where theICS highlighted concerns about the proposed text not differentiating between illegal measures and industry practice, while unfairly targeting legitimate operations. 

The ICS’ proposed amendments have been included in the document attached at Annex A. Members are advised that it is the intention of ICS to co-sponsor the draft Assembly Resolution, unless Members indicate otherwise.
