To strengthen Hong Kong’s position as a global business and financial hub, the Financial Services and the Treasury Bureau (FSTB) has recently concluded a public consultation on its proposals for the introduction of a company re-domiciliation regime (Proposed Regime) in Hong Kong. A consultation conclusion on the design of the Proposed Regime and the related legislative / tax consideration was released on 3 July 2024.

Given many shipping groups have incorporated entities in low or no-tax jurisdictions, the Proposed Regime would pose an opportunity to re-domicile to Hong Kong. This is particularly important considering the increasingly stringent regulatory and compliance requirements in low or no-tax jurisdictions under the ever-changing global tax environment.
