PROPOSED CCTV INSTALLATION REQUIREMENT ON FOREIGN FLAG VESSELS VISITING INDIAN PORTS

Circular Ref: O(24)55

The ICS has raised concerns with the Indian authorities regarding a proposal to require the installation of CCTV on all Foreign flag vessels calling at Indian ports.

See the draft Indian Administration Merchant Shipping notice attached at, Annex A.
A consoltation meeting was recently attended by local and international stakeholders including Port State Control regimes, NGOs and flag administrations.

There was unanimous opposition from all attendees with specific concerns on:

– Technical feasibility and operational concerns.

– Impracticability of compliance.

– Legal justification and data protection.

The outcome of the meeting was that the Indian Directorate General has decided that the requirements on foreign flagged vessels will only be recommendatory.

The Indian authorities will look to make proposals to the Maritime Safety Committee (MSC) on this issue in the future.
