2025 ICS CII Data Collection

Members will be aware that at MEPC82, late September 2024, delegates decided to defer the full introduction of the CII in January 2026 and confirmed that the CII review will require a second phase, extending beyond the original completion date of 1st January 2026. This extended timeline will enable the 2024 DCS data to also be taken into consideration within the review.

Members may recall the earlier version of the ICS CII data collection system which was available via the ICS website throughout 2024. This enabled ship owners and managers to upload copies of their 2023 DCS data. For purposes of supporting the ongoing review of the Carbon Intensity Indicator (CII), this submitted data was shared in anonymised form with IMO and trade associations. It also enabled the ICS to make several submissions to IMO’s Marine Environment Protection Committee (MEPC).

The 2025 version of the ICS CII Data Collection system is now live and can be accessed via the ICS web page and ship owners and ship managers are strongly encouraged to upload their 2024 data to the ICS website.

The ICS Secretariat extends its thanks to those who previously uploaded their 2023 data. Over 280 submissions were received and this feedback proved very helpful in determining the effectiveness of the CII rating system and identifying potential improvements.
