US DEVELOPMENTS – MARCH 2025

Attached at Annex A, please find the monthly report prepared by the Chamber of Shipping of America (CSA) for March 2025.       
    
The report:   

1. Outlines CSA observations and perspectives on the USTR Section 301 hearing which took place on 24 and 26 March, including a summary of CSA positions which were included in comments and testimony.

2. Provides an update on CSA comments on the USCG final rule on cybersecurity in the maritime transportation system, which were posted to the Federal Docket, in support for a 5-year delay in the implementation of the new requirements set forth in this final rule. The public only had the opportunity to comment on the proposed 2-5 year delay for the implementation period for U.S. flagged vessels.

3. Outlines the order of investigation into transit constraints at international maritime chokepoints which was announced by the Federal Maritime Commission on 14 March, and sets out CSA comments, observations and recommendations in responding to the consultation questions.

4. Reports on two new bills introduced in March (the Maritime Supply Chain Security Act and the American Cargo for American Ships Act), and updates on the progress of the Secure our Ports Act which was introduced in January and now awaits action on the House floor.
