RISK INTELLIGENCE REPORTS - April 2025
Members are invited to consider the most recent Risk Intelligence reports provided at the annexes as follows:

· Annex C – Northern Black Sea Updates
Annex A provides an overview of the maritime security landscape over the last month, with an additional focus on how recent security actions have disrupted security paradigms. The briefing details the current conflicts around the maritime landscape and explains how current conflict hotspots in the Red Sea, Black Sea, and South China Sea have escalated since the start of the year.
Annex B details security updates in the Red Sea from the last week. There have not been significant security changes in the Middle East in the past week, and no new threats have been made against commercial shipping by the Houthis, who appear to prefer attacking US Navy and Israeli targets.
Annex C details the most recent security updates in the Black Sea. Due to conflicting statements from Russia and Ukraine, it is too early to consider last week’s strategic de-escalation agreement a fully negotiated ceasefire. Therefore, the threat picture has not changed, meaning commercial vessels which continue to be at risk of collateral damage in the Black Sea.
In accordance with the scope of the agreement between ICS and Risk Intelligence, members are requested not to circulate the report further in its entirety. Members may precis the report or use extracts from it to help advise members on key issues or to assist in enquiries. In such cases, Risk Intelligence should be acknowledged as the source of the information.
