RISK INTELLIGENCE REPORTS - 24th July 2025

Members are invited to consider the most recent Risk Intelligence reports provided at the annexes as follows:

· Annex A – Mid East Updates
· Annex B – Northern Black Sea Updates

Annex A summarises the security updates in the Middle East region from the last week. While there have been no major attacks in the region, the risk of attack has not diminished. Additionally, the number of transits through the Red Sea have remained stable but the overall number suggests that a return to regular traffic levels in the medium-term is unlikely. Further, last Thursday there was an attempted piracy attack off the coast of Aden, Yemen. The vessel has since been detained by the Yemeni Coast Guard.

Annex B summarises the security updates in the Black Sea region from the last week, in which Russian forces have continued to target Ukranian infrastructure resulting in the damage of some railway lines near the port of Odesa. While talks between Ukraine and Russia on 23 July did result in some prisoner swaps, there are still no concrete ceasefire plans. Finally, the EU and UK have recently expanded their sanctions towards Russia, now including vessels part of the so-called “shadow fleet.”

In accordance with the scope of the agreement between ICS and Risk Intelligence, members are requested not to circulate the report further in its entirety. Members may precis the report or use extracts from it to help advise members on key issues or to assist in enquiries. In such cases, Risk Intelligence should be acknowledged as the source of the information.
