RISK INTELLIGENCE REPORTS. 18th Sept 2025

Circular Ref: O(25)87

Members are invited to consider the most recent Risk Intelligence reports provided at the annexes as follows:

· Annex A – Middle East Updates
· Annex B – Northern Black Sea Updates

Annex A summarises the past week’s security updates from across the Middle East. The situation in the Middle East has remained unchanged, Israel has continued to strike Hodeida port in Yemen and launched a renewed offensive in Gaza, suggesting that regular strikes between the Houthis and Israel will continue. Further, the summit of Arab states in Qatar following unilateral Israeli strikes on Doha resulted in condemnation of the attack but no substantial outcome.

Annex B summarises the past week’s security updates from the Black Sea region, where Russian forces continue to target Ukrainian infrastructure. Additionally, the Bulgarian navy reportedly destroyed an unmanned surface vehicle drifting in Bulgarian waters. This event has not changed the threat assessment around the Black Sea, as there have been various reports of floating mines in Bulgarian waters since the war began.

In accordance with the scope of the agreement between ICS and Risk Intelligence, members are requested not to circulate the report further in its entirety. Members may precis the report or use extracts from it to help advise members on key issues or to assist in enquiries. In such cases, Risk Intelligence should be acknowledged as the source of the information.
