The report includes updates on:-

• Request made by Senators Kelly and Warren to USTR to reinstate port fees:
  In early June, Democratic Senators Mark Kelly and Elizabeth Warren sent a letter to the USTR requesting immediate reinstatement of the suspended port fees on “Chinese linked vessels”, presumably vessels owned/flagged by Chinese entities and non-Chinese flagged vessels built in China. This request is based on their belief that the imposition of Chinese port fees are critical to rebuilding the US shipbuilding industry and reducing reliance on China’s maritime industr
• USCG – Notice of Availability of Retrospective Analysis of 2012 Ballast Water Discharge Standards and Request for Comments
• In 2012, the ballast water discharge standards, which became the regulatory framework currently in place, were finalised by the USCG/EPA. As required, the USCG conducted a regulatory impact analysis (RIA) study, which updates the original RIA using 13 years of real time data collected since the rule was finalised. There are no suggested changes to the 2012 rule in the study, however, the notice requests comments on the data, methodology and findings presented, by 10 August 2026. The report attached contains CSA’s comments and recommendations.
• California Blue Whales and Blue Skies Program – 2026 Program Expansion and Awards Criteria Adjustments and Update on Considerations for Future Participation
• The State of California implemented a voluntary program, the Protecting Blue Whales and Blue Skies Program, a number of years ago, which focused on the air emissions reductions and mitigation of whale ship strikes associated with implementation of vessel speed restrictions (VSRs) in coastal areas off of certain California ports. Industry had urged a delay in implementation from April 2026 to 2027, to allow time to adjust vessel operations and voyage planning, however, officials decided to implement the program from 22 April 2026, running through to December 2026. CSA share their comments, recommendations and considerations for future participation in the attached report.
• Update on SHIPS for America Act

The report includes an update on the legislative proposals to be included in the SHIPS for America Act, which were submitted to the Senate on 12 June 2026, including details on key provisions such as U.S. Vessel Preference, Cargo Preference and Tax Incentives.
