Gilbert Feng is from a shipping family in Shanghai and has a broad shipping background, which includes working in major ship agency companies in Shanghai and Shenzhen and a major shipping company in Hong Kong. He has handled marine insurance placing and claims handling, ship operation, sales and purchase of ships, shipping events organization etc. prior to his present appointment.
He has been directly involved in the post-1997 shipping arrangement negotiation between Hong Kong and Taiwan as a member of the HKSOA delegation with the Taiwan Cross Strait Association, and participated in meetings at ILO in the development of the Maritime Labour Convention 2006 as an industry representative of the employers group of China. He has been secretary of the Seafarers Committee of the Asian Shipowners Forum (ASF), secretary of the Manning Sub Committee of HKSOA, secretary of the China Sub Committee. He organized a series of senior delegation visits of HKSOA to Beijing and Shanghai which were warmly received by the senior leaders of the central government.
He is one of the founders of the Alumni Association of Shanghai Maritime University and currently acts as the vice chairman and secretary general. He is also the visiting professor of Shanghai Maritime University and Wuhan CSC Marine College. He is a member of the Executive Committee of the Institute of Seatransport and Chairman of the Port Welfare Committee of the Marine Department.

馮佳培先生來自航運世家,從事航運工作已近30年,經歷了航運市場的風風雨雨和歷次航運低迷時期。他曾在上海和深圳的船舶代理公司以及香港的主要航運公司工作多年。他在香港船東會工作前,還曾從事過海運保險投保及理賠、船舶日常操作、船舶買賣、航運會議組織等多項業務和工作。
他還直接參與了「香港與台灣有關香港回歸後兩岸航運安排的談判」,並代表香港航運界參與了《2006年國際海事勞工公約》的起草和制定工作。此外,他還參與了香港特區政府有關節能減排、行業競爭、稅務安排及人力資源和培訓等方面的溝通和制定工作。他還是今年11月中在香港海事博物館舉行的2016年香港航運周的主要組織者之一。他還曾任亞洲船東論壇(現亞洲船東協會)海員委員會的秘書長,為推動亞洲地區的海員雇傭、培訓和教育合作和發展做出了很大的貢獻。
他還是中國海運內地院校論壇的創辦人之一,積極推動和加強內地海運院校與香港航運界的合作及拓展中國海員的海外市場。他是上海海事大學旅港校友會(現香港校友會)的發起人之一,並任常務副會長兼秘書長至今。他曾任香港特區政府船員咨詢委員會委員、香港海運學會執行委員會委員、上海海事大學及武漢長航船員培訓學院等國內幾家海運院校的客座教授。他為內地航運界與香港航運界的交流,香港內地航運公司和本地航運公司的溝通和交流做出了很大貢獻。
