The Coming Storm: What Can Be Done To Mitigate Rising US Tariffs

Mr. Delbyck’s presentation could not be more timely. Donald Trump starts his second term as US President on January 20 — the very day of Mr. Delbyck’s address — with a vow to increase US tariffs on goods from China and other countries. Other trade actions that will negatively impact companies selling to the US are likely in store.
Mr. Delbyck will discuss the various strategies that companies can deploy to mitigate this imminent harm, including utilizing country of origin rules to their advantage and adopting the duty reduction arrangement known as first sale. He will also address what this all means to shipping patterns in terms of finished goods as well as components.
Mr. Delbyck is a US customs and trade lawyer with his own practice in Hong Kong. Mr. Delbyck’s firm is affiliated with the US-based law firm and HKSOA member Keesal Young & Logan. Prior to going out on his own, Mr. Delbyck was a partner in the Hong Kong offices of Baker & McKenzie and before becoming a lawyer worked in the Hong Kong and Taiwan buying offices of a US importer.
Mr. Delbyck represents companies at all points in the supply chain — factories, trading companies, buying agents and importers. He has spoken on supply chain issues before associations and other groups in Hong Kong, China and the US and written widely on the same. He is a past Governor and Vice President of the American Chamber of Commerce in Hong Kong and currently serves on the Council of the Royal Asiatic Society Hong Kong and the Advisory Board of the Museum of Chinese In America in New York City.
