Please find attached, at Annex A, the monthly report prepared by the Principal Representative of the ICS (China) Liaison Office for Dec/Jan 22/23. 


 

At Annex B and Annex C, please find the October and November China Maritime Update received from China Classification Society for the members’ information. 

The report at Annex A (inter alia):

1. Provides updates on the relaxation of COVID-19 prevention measures affecting crew change in China, including requirements for PCR tests and reporting; 

2. Reports on a draft amendments to the Chinese Marine Environment Protection Law (MEPL) to reduce carbon emissions, which impact shore power supply consumption; 

3. Advises that ‘vessels of Chinese nationality’ of 400GT or above will be subjected to measures for the management of energy consumption data and carbon intensity of vessels as of 22 November 2022; 

4. Notes that the China Shipowners’ Association has joined as a full member of ICS; and 

5. Provides the text of an interview held by the ICS Deputy Secretary General during Hong Kong Maritime week.
