Formation of the Hong Kong Maritime and Ports Development Board

We are pleased to inform you of a key development for the maritime industry in Hong Kong.

Through the constant efforts of the Hong Kong Shipowners Association (HKSOA), the Chief Executive, in his 2024 Policy Address, announced the establishment of the Hong Kong Maritime and Port Development Board (HKMPDB). This move is a direct response to the recommendations made by the HKSOA during the policy consultation process, where we highlighted the importance of innovation and reform in green shipping, maritime services, global partnership, and the institutional framework for the industry.

As outlined in the Policy Address, the Government is committed to consolidating and enhancing Hong Kong’s status as an international shipping centre. The existing Hong Kong Maritime and Port Board (HKMPB) will be reconstituted into the new HKMPDB, a high-level advisory body designed to assist the Government in formulating policies and long-term development strategies for the maritime sector. This transformation is part of a broader strategy to strengthen Hong Kong’s governance and innovation capabilities in the face of global challenges.

The new HKMPDB will be chaired by a non-official member, with other members largely drawn from the maritime sector. It will be underpinned by dedicated staff and receive additional funding to enhance research, strengthen Mainland and overseas promotional work, and step up manpower training. These measures aim to support more effective policy implementation and promote the sustainable development of Hong Kong’s maritime industry.

On June 13th, the Government announced that the HKMPDB will commence operations on July 1, 2025, for a term of three years. The Board will be chaired by Dr Moses Cheng Mo-chi, with other members and ex-officio members as follows:

Board Members:

  • Dr Moses Cheng Mo-chi (Chairman)

  • Ms Sabrina Chao Sih-ming
  • Mr Bjorn Hojgaard
  • Mr Wellington Koo Tse-hau
  • Mr Timothy Lee Kwok-lam

  • Mr Alan Tung Lieh-sing
  • Mr Frankie Yick Chi-ming

Ex-officio Members:

  • Secretary for Transport and Logistics or representative
  • Commissioner for Maritime and Port Development
  • Director of Marine
  • Director-General of Investment Promotion
  • Executive Director of the Hong Kong Trade Development Council

Under the HKMPDB, four specialized committees will be established to focus on:

  • Port Development Committee
  • Maritime Services Development Committee
  • Promotion and External Relations Committee
  • Manpower Development Committee

These committees will be broadly inclusive of industry stakeholders, and further details regarding committee appointments are expected to be announced later this month.
