PARIS MOU PORT STATE CONTROL ENFORCEMENT OF HONG KONG CONVENTION FROM 1 JULY 2025.

The Paris MOU PSC regime has advised that they will enforce the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships during inspections from 1 July 2025.

The Hong Kong Convention is aimed at ensuring that ships, when being recycled after reaching the end of their operational lives, do not pose any unnecessary risk to human health and safety or to the environment. It also address’s concerns about working and environmental conditions in many of the world’s ship recycling facilities.

For vessels over 500 GT, a valid and complete International Certificate on Inventory of Hazardous Materials (regulation 11.1), or the International Ready for Recycling Certificate (regulation 11.11), will be required. On all occasions, both must be accompanied by the Inventory of Hazardous Materials.

The Paris MOU region covers the European coastal States and the coastal States of the North Atlantic basin.
