REPORT OF CARGOSAFE - STUDY FOR REDUCING THE RISK FROM CARGO FIRES ON CONTAINER VESSELS

Members will recall that, CARGOSAFE , a study by European Maritime Safety Agency (EMSA), was the only research study on container fires that followed the Formal Safety Assessment (FSA) structure for use in IMO rule-making process. The project started on December 2021 and completed on February 2023.


 


As a first step, the CARGOSAFE consortium conducted four Hazard Identification (HAZID) workshops on detection, containment, firefighting, and prevention. Following the workshops, the CARGOSAFE study assessed the risk, evaluated the risk-control-options, assessed the cost-effectiveness of each option, and the decision- making recommendations.


 


The link to report of the project has been submitted by Sweden to MSC in MSC 107/10 (also attached as Annex-A to this circular). As per IMO Secretariat, an expert group is to be established to study the effectiveness of the project post an official circular from IMO. The terms of Reference of the same expert group has been agreed in MSC at 106th session. ICS secretariat intends to participate in the expert group, the course of which members shall be updated with.
