REVISION OF THE HIGH RISK AREA IN THE INDIAN OCEAN

Circular Ref: O(22)45

Members are invited to note the submission to IMO provided at Annex A, advising the Organisation of the decision to remove the High Risk Area in the Indian Ocean at 0001 UTC on 1 January 2023.

Members are advised that the decision to remove the area was reached following a thorough threat assessment by the security experts of the Round Table, OCIMF, IMCA and CLIA, which established that the threat from piracy is no longer sufficient to require the HRA designation.

Members are further advised that threat assessments in accordance with BMP 5 should continue to be conducted for voyages through the region. It will also be recalled that the industry associations as part of the HRA review process committed to the development of a more dynamic threat assessment model, and that advisories will be provided in due course.
