RISK INTELLIGENCE REPORTS - 10-11th Sept

Circular Ref: O(25)84

Members are invited to consider the most recent Risk Intelligence reports provided at the annexes as follows:-

· Annex A – Mid East Updates
· Annex B – Northern Black Sea Updates

Annex A summarises the past week’s security updates from across the Middle East. First, an Israeli strike against Hamas officials believed to be staying in Doha has killed six people and was broadly condemned by states across the Arab Peninsula. Second, there have been successive reports of attacks by Israel against the Sumud flotilla in the Sidi Bou Said marina in Tunis, Tunisia, to cripple and deter the flotilla from reaching Gaza and distributing aid. The Tunisian authorities are denying that any attack took place in an effort to project power over the situation to the Tunisian people.

Annex B summarises the past week’s security updates from the Black Sea region, where Russian forces continue to target Ukranian infrastructure throughout the country. There have also been reports of a Ukranian attack on a Russian diving support vessel in the bay of Novorossiysk. Further, it has been assessed that the Russian drone incidents over Poland on 9 and 10 Sept are likely to have an effect on the overall security situation but a minimal impact on the maritime domain.

In accordance with the scope of the agreement between ICS and Risk Intelligence, members are requested not to circulate the report further in its entirety. Members may precis the report or use extracts from it to help advise members on key issues or to assist in enquiries. In such cases, Risk Intelligence should be acknowledged as the source of the information.
