RISK INTELLIGENCE REPORTS 10th October

Members are invited to consider the most recent Risk Intelligence reports provided at the annexes as follows:

· Annex A – Middle East Updates
· Annex B – Northern Black Sea Updates

Annex A summarises the security events across the Middle East from the past week, where a ceasefire and peace plan were announced between Israel and Hamas, paving the way for the end of the war that began on October 7. It remains to be seen how the Houthis will react in the coming weeks to this peace plan; however, up until Hamas’s acceptance of the ceasefire on Friday, the Houthis continued to send missiles into Israeli territory.

Annex B summarises the security events in the Black Sea from the past week, where the Russian and Ukrainian sides are continuing to target infrastructure, and a second unmanned surface vessel (USV) was discovered in Turkish waters. Ukrainian attacks are continuing to concentrate on Russian oil and port infrastructure as they attempt to weaken Russia’s economic power, while Russian attacks are continuing on civilian targets in an attempt to turn the Ukrainian public against the war.

In accordance with the scope of the agreement between ICS and Risk Intelligence, members are requested not to circulate the report further in its entirety. Members may precis the report or use extracts from it to help advise members on key issues or to assist in enquiries. In such cases, Risk Intelligence should be acknowledged as the source of the information.
