RISK INTELLIGENCE REPORTS- 28th May 2025

Members are invited to consider the most recent Risk Intelligence reports provided at the annexes as follows:

· Annex A – Red Sea Updates
· Annex B – Northern Black Sea Updates

Annex A provides an update on the Red Sea security situation. While the US-Houthi ceasefire has remained stable, the Houthis have continued their attacks on Israel. Further, the Houthis have announced a “maritime blockade” on the port of Haifa in Israel, meaning any commercial ship that has called at Haifa or whose owners are calling at Haifa with other vessels in their fleet are at risk of attack.

Annex B describes the security situation in the Black Sea, where Russian airstrikes targeting containers hit the port of Odesa on 23 May. This strike is the first recorded instance of attack against Ukrainian ports since early March; however, time will tell whether this is indicative of a renewed Russian bombing campaign against Ukrainian ports.

In accordance with the scope of the agreement between ICS and Risk Intelligence, members are requested not to circulate the report further in its entirety. Members may precis the report or use extracts from it to help advise members on key issues or to assist in enquiries. In such cases, Risk Intelligence should be acknowledged as the source of the information.
