The State Council's implementation plan for pilots projects in Shenzhen

For your information, the State Council announced its implementation plan for pilot projects in Shenzhen during the weekend (11th November). The full name of the document is  “The Implementation Plan for the Comprehensive Reform Pilot Project of Developing Socialism with Chinese Characteristics in Shenzhen (2020-2025)”. The documents set the goal of developing a series of copyable and promotable projects by 2022 and achievements to be made by 2025 so as to set a good example for the nation. 


The most relevant parts to HKSOA are C16 and C18 which read as following (highlighted in RED):

C 16.  To expand the opening up of the financing and shipping industries to the outside world. To support eligible domestic enterprises in Shenzhen for overseas listing and financing. To carry out a pilot project on the integration of domestic and foreign currency cross-border capital pools. To support Shenzhen to take the lead in promoting the internationalization of RMB and to promote the improvement of the foreign exchange management system. To support qualified foreign financial institutions to initiate the establishment of securities companies and fund management companies in Shenzhen. To support qualified foreign institutions to obtain payment business licenses in Shenzhen in accordance with the current law. To promote the construction of a system of financial rules in line with international standards. To explore a possible international ship registration system. To further open up the bonded fuel market, and the fuel supply for ships in Shenzhen.

C18. To explore the expansion of school autonomy. To explore and expand the autonomy of operating schools in Shenzhen universities. In comply with relevant national policies and regulations, to support Shenzhen to introduce high-quality overseas educational resources and carry out high-level Sino-foreign cooperation in operating schools. To grant Shenzhen with the authority of establishing and revoking the scientific research working station of enterprise's postdoctoral degrees.

5. Digital factors market – digital intellectual protection and digital privacy protection. (C8)

7. Fair and open market for international investment.(C10) 
8. Digital intellectual demonstration city. (C11)
9. Completion of administrative and legislative systems in Special Economic Zone.(C12) 
10. Creative allocation and administrative system to be further developed. (C13)
11. Talent introduction system.  (C14)
12. Strengthening extent of systematic opening. (C15)
13. Furthering opening on financing and shipping. (C16). 
14. Creative medical service system (C17)
15. Explore further expansion of school autonomy (C18)
16. Social security system (C19)
17. Culture & sport administrative system (C20) 
18. Ecosystem and environment protection (C21)
19. Urban space administration (C22). 
20. The strengthening of the leadership of CPC. (C23)
21. Renovation working mechanism (C24).

This documents is developed also to contribute to the 40th anniversary of the establishment of Shenzhen Special Economic Zone and it was reported that President Xi will attend in person the anniversary celebrations held in Shenzhen this Wednesday (14th October).
