Please find attached, at Annex A, the August monthly report from the Chamber of Shipping America.
The report covers the following:-
- Advises of the release of documents concerning EPA regulations required under the Vessel Incidental Discharge Group. Informs that CSA colleagues (alongside other stakeholders) will work to analyse these regulations during the short comment period allowed, and provide a report as soon as is practicable.
- Provides a link and summary of the compliance advisory (MARPOL Annex VI) which CSA have released, detailing the regulations (and USCG interpretation of them), along with a summary of enforcement proceedings.
- Details clearance procedures recently established by some US Ports to mitigate the potential for Asian Gypsy Moth (AGM) transfer from inbound vessels from East Asian ports in China, Japan, South Korea and Eastern Russia.
- Outlines of USCG updated extension policies for merchant mariner credential endorsements, and the publication of a USCG ransomware protection policy, to raise awareness of and encourage proactive organisational defence against cyberattacks.
- Reports on a number of environmental policy developments, including the adoption of i) Proposed Control Measure for Ocean-Going Vessels at Berth in California, ii) unilateral adoption by South Korea of SOx emissions control area, and iii) the intention by China to ban importation of all solid wastes effective 1 January 2021.
