U.S. DEVELOPMENTS - OCTOBER 2020

Please find attached at Annex A the monthly report from Chamber of Shipping of America (CSA) for October 2020. 


The report, inter alia: 


 


1. Reports of the continued meetings of ‘Roundtable Discussions’ with maritime experts addressing crew changes and health, COVID-19 impact on industry and sanctions. 

 

2. Summarises the key points of the proposed EPA regulations, released at the beginning of October, and advises of the proposed deadline for a final ruling on these as ‘late December 2020’. 

 

3. Reminds of the implementation of amendments to MARPOL Annexes I, V, VI and the NOx technical code which entered into effect on 1st October 2020 and advises of the expected USCG publication of guidance on implementation.

 

4. Advises of the proposed bill HR 8632, which appeared to concern a similar proposal to the EU Emissions Trading System currently under discussion under the EC Green Deal. It is not envisaged by CSA that this bill will be debated    imminently given the ongoing US Election; and 

 

5. Encourages vigilance in the face of ongoing cyberattacks which have affected the IMO, CMA CGM and the USCG in recent weeks.
