Please find attached the monthly report from CSA for September 2020. 

The report covers the following:- 

1.    Reports of the continued meetings of ‘Roundtable Discussions’ with maritime experts addressing crew changes and health, COVID-19 impact on industry and sanctions;

2.    Advises of the implementation of amendments to MARPOL Annexes I, V, VI and the NOx technical code which entered into effect on 1^st October 2020; 

3.    Provides an update that despite industry advocacy efforts to veto the California AB 3214 Bill (Oil Spills/Fine and Penalties) Bill to avoid an uncapped fine structure, the provision has passed and will be enacted from 1^st January 2021. Further possible legal action by industry stakeholders is being considered;

4.    Updates on a proposed amendment to the Clean Economy Jobs and Innovation Act, which would enforce Jones Act requirements for all offshore renewable energy production (in addition to fossil fuel extraction);

5.    Encourages the use of the automated online application for electronic vessel manifest confidentiality requests which was deployed by US Customs and Border Protection in May 2020.
