US DEVELOPMENTS – APRIL 2024

Attached at Annex A, please find the monthly report prepared by the Chamber of Shipping of America (CSA) for April 2024.

The report:

  1. Calls for comments from CSA members on the USCG Notice of Proposed Rulemaking on Cybersecurity by 22 May;
  2. Advises that the Stop Harbouring Iranian Petroleum (SHIP) Act was included in HR815 (Making Emergency Supplemental Appropriations for the Fiscal Year Ending Sept 30, 2024) and was passed by Congress on 4 April. While CSA does not consider this new legislation will substantively alter the current sanctions regime against Iran, it nonetheless directs companies to seek legal advice should they wish to further understand the impact on their business;
  3. Provides an overview of provisions in the US Coast Guard Authorization Act (USCGAA), including text of the American Offshore Workers Fairness Act and proposals for a risk-based approach for inspection of tanker vessels; and
  4. Includes links to US Maritime Advisories on Threats to Commercial Vessels in: Southern Red Sea, Bab el Mandeb Strait, Gulf of Aden, Indian Ocean, Somali Basin, Arabian Sea, Gulf of Oman, Strait of Hormuz, and Persian Gulf.

The ICS met the Chamber of Shipping of America during recent ICS delegation’s dialogue meetings with CSG and US administration in Washington DC last week. A full report will be shared shortly.
