US DEVELOPMENTS – DECEMBER 2025
Attached at Annex A, please find the monthly report prepared by the Chamber of Shipping of America (CSA) for December 2025.
The report at Annex A:
1. Announces the confirmation of ADM Kevin Lundy as the Commandant of the USCG, who was previously already “Acting Commandant”, and Steve Carmel as the new MARAD Administrator. In addition, Laura Di Bella was confirmed as a Federal Maritime Commissioner.
2. Announces that Congress passed and the President signed the law S 1071 on 18 December 2025, which includes the USCG Authorization Act of 2025. The biggest change is the inclusion of provisions that would allow the USCG to establish a performance driven exam schedule for all inspected vessels (foreign and US flag) once an assessment with the cited GAO study is completed and the new inspection program is found to be at least as safe as the current fixed examination schedule. This should help mitigate the inspection delays encountered in the past.
3. Draws attention to the newly published Marine Invasive Species Program update by the California State Lands Commission (CSLC) in December 2025. Updates include sections addressing reporting forms (annual vessel reporting form, ballast water management reporting).
4. Updates on California Air Resources Board (CARB)’s recently published biennial report, which provides an assessment of commercial availability and implementation status of the amended Commercial Harbor Craft Regulation adopted by CARB in March 2022. CARB also directed staff to form a Technical Working Group to assess the commercial availability of lower-emitting combustion engines and zero-emission technologies for all categories of harbour craft and report biennially on its findings.
5. Informs of a new email address and revised submission process for Pre-Arrival Ballast Water Reporting Forms, to be used by vessels trading to or from the State of Oregon.
