2. And outlines an update on California’s Air Resources Board (CARB) at-berth regulations, implemented in 2020, requiring oceangoing vessels to report terminal visits and phase in emission controls. Compliance began in January 2023 for container, refrigerated cargo and cruise vessels, expanding to ro-ro vessels and tankers in Los Angeles and Long Beach by 2025, and to all other tankers by 2027.
