The Hong Kong Maritime and Port Development Board (HKMPDB) agreed to take on a research task on the updated workforce requirement and the corresponding skills for the development of a green fuel bunkering centre in Hong Kong at its first meeting held on 29 July 2025, as a follow-up initiative on the Action Plan on Green Maritime Fuel Bunkering. Accordingly, a Task Force was formed under the Manpower Development Committee of the HKMPDB to advance the research.

As a vital industry stakeholder, HKMPDB has invited HKSOA and our esteemed membership to participate in this important exercise. To enable the research task to be conducted efficiently and straightforwardly, they would like to engage the participants in the following two ways:

Discussion Session – a short session (either small group or one-to-one) to share your views on workforce needs, roles, and training gaps;
Questionnaire Survey – a simple questionnaire for a concise survey to validate and quantify findings across the industry (circulated to all stakeholders).

HKMPDB has asked us to send the questionnaire to all stakeholders, and we would be grateful if you could participate in this survey. Your participation can help ensure that the human resources development strategy reflects the practical needs of industry stakeholders and supports Hong Kong’s position as a green fuel bunkering centre. The questionnaire is attached below. We would appreciate it if you could return the completed questionnaire to HKMPDB by 6 February 2026.
