Joint War Committee Listed Areas – JWLA‑034

Members are advised that on 29 July 2026 the Joint War Committee (“JWC”) implemented changes to the Areas of Perceived Enhanced Risk used as the basis for trading exclusions in War Risks insurance policies. The revised listed areas are referenced as JWLA‑034 attached.

Key changes
The following listed areas have been amended:

  • Saudi Arabia
    The previous distinction between “Saudi Arabia (Gulf coast)” and “Saudi Arabia (Red Sea coast) excluding transits” has been replaced by a single listing for Saudi Arabia.
  • Persian/Arabian Gulf, Gulf of Oman, Indian Ocean, Gulf of Aden and Southern Red Sea
    The north‑western boundary in the Red Sea has been revised to south of latitude 25.5°N (excluding Egyptian territorial waters). The remaining boundaries are unchanged.
  • Eritrea
    The previous limitation to “Eritrea, but only south of 18°N” has been removed. Eritrea is now listed without that restriction.

The following listed area has been deleted:

  • Pakistan

Possible impact on insurance arrangements
Members should note that these changes will most likely be incorporated into War Risks insurance policies from a future effective date, either by:

  • a circular issued by a Club or Association where the policy is placed on a mutual basis; or
  • notice from the lead War Risks insurer to the broker or assured where the policy is placed in the commercial market.

Insurers typically allow a short period, often 2–7 days, for such changes to take effect.

Members with pre-agreed rates for trade into newly excluded areas may need to have those rates revalidated or renegotiated.

P&I cover reminder
Members are also reminded that most Protection & Indemnity policies require underlying War Risks insurance, including a primary layer of war P&I cover, to be in place while vessels are within the newly listed areas.

Recommended action
Members are encouraged to:

  • review their current and planned voyages against JWLA‑034;
  • consult their brokers and insurers regarding policy incorporation dates and rating implications; and
  • ensure operational, commercial, legal and insurance teams are aware of the revised boundaries.
