RISK INTELLIGENCE REPORTS - 30th July 2025
Members are invited to consider the most recent Risk Intelligence reports provided at the annexes as follows:-

Annex A summarises last week’s security situation in the Middle East, noting that on 27 July the Houthis re-issued a statement that they are targeting any ships with commercial links to Israeli ports. This statement has not changed the Houthis’ attack parameters but rather serves as strategic communication from the Houthi side.
Annex B summarises last week’s security situation in the Black Sea, where there have been consistent Russian attacks concentrated on Kyiv. There have been no reports of impacted port operations in the last week.
Annex C provides a monthly update of security across West Africa, the Western Indian Ocean, Black Sea, and Southeast Asia, as well as a monthly focus on cocaine smuggling across the Atlantic. Risk Intelligence notes that cocaine seizures with a maritime link decreased in the second quarter of 2025, compared to Q1. Further, most seizures occurred in South and Central America, suggesting that most cocaine shipments are seized before reaching their destinations.
In accordance with the scope of the agreement between ICS and Risk Intelligence, members are requested not to circulate the report further in its entirety. Members may precis the report or use extracts from it to help advise members on key issues or to assist in enquiries. In such cases, Risk Intelligence should be acknowledged as the source of the information.
