US DEVELOPMENTS – MAY 2026
Please find attached at Annex A, the monthly report prepared by the Chamber of Shipping of America (CSA) for May 2026.
The report at Annex A includes updates on:
· USTR Investigation (Structural Excess Capacity and Production in Manufacturing Sectors): The report outlines the details of this recently initiated USTR Section 301 investigation, and CSA and ICS’s responses. The Secretariat continues to closely coordinate with CSA to monitor developments from this investigation.
· NOAA North Atlantic Right Whale Speed Reduction Rule – ANPRM: CSA submitted comments in response to the NOAA’s request for comments to inform this proposed legislation, as summarised in the attached report.
· USCG Port State Control Report 2025: The report summarises the key highlights from the 2025 Report, including improved detention ratios, an overall decrease in detentions, and an increase in environmental E-Zero program participation.
· USCG Policy on Certificate of Compliance Exams: The USCG’s Office of Commercial Vessel Compliance released new policy guidance regarding the implementation of the new Performance-Driven Certificate of Compliance (COC) Examination Schedule, which introduces a data-driven inspection model, rewarding vessels with a strong history of safety and compliance. The report outlines the key policy highlights and recommendations considering the new guidance.
